Summary of stated purpose

 

The aim of the Benefits of ICT Investment Landscape Study (BIILS) project evaluation toolkit is to discover how the financial and non-financial benefits of investment in ICT are evaluated within HE and FEIs in the UK.

 

The project outputs are: Landscape Report, Evaluation Toolkit and Survey Document.  The evaluation toolkit offers advice in relation to three main types of ICT investment: Infrastructure, Teaching and Learning Technologies, and Corporate Applications and into sections:

 

  • Identifying Costs
  • Identifying Benefits
  • Evaluation Methodologies
  • Choosing an Evaluation Methodology
  • Comparing Costs and Benefits

 

The toolkit includes a framework to describe and categorise relevant evaluation techniques in the sector (e.g. financial evaluation, benchmarking) allowing them to be compared and contrasted to inform decision making on appropriate approaches for different types of investment. It provides practical guidance for practitioners to help decision-making related to which tools or approaches are most appropriate.
